Vendors or contractors interested in working with us should sign up for a free membership at, the portal we use for notifications about small construction projects, consulting opportunities, and contracting of vendor services.

Informal solicitations
For most purchases under $50,000 we will solicit verbal or written quotations (depending on scope and estimated cost of work) from vendors and contractors listed on the Shared Procurement Portal.

Formal solicitations
An Invitation for Bids (IFB) or a Request for Proposals (RFP) is used for purchases of goods and services estimated at $50,000 or more. As a general rule, an IFB is used for construction projects estimated at $50,000 or more. Formal competitive solicitations are advertised in the Seattle Daily Journal of Commerce.

Sealed bids/proposals must be received and time stamped by CHH prior to the submittal deadline. All late bids/proposals are returned to the vendor/offeror without being opened. Public bid openings are held at CHH's Office at the specific time and date stated in the IFB. During the bid opening, only the name of the vendor and total amount is read aloud. Vendors are welcome to attend the bid openings.


Elizabeth James Apartments HVAC Upgrade Project
This project includes the installation of an electric heat pump system to preheat the building hot water supply, installing a heat pump cooling/heating system for the community room, and to clean and adjust the bath fans in the units. Project cost is estimated between $130,000 and $155,000.
